The selection of this specific topic, as described in the title of the thesis, aims to
highlight the
ways of exercising
the
rights of
exp
loration
an
d exploitation of
hydrocarbons and more specifically,
how these
rights are connected with the action of
the Public
.
Hydrocarbons constitute
a public good
and as such, they cannot be transferred or
seized. Their ownership belongs to the State and
is directly linked to the exercise of
state sovereignty. They can
be
characterise
d as the key
–
factor
under
economic and
geopolitical view
as well
.
For these reasons,
a thorough review of the legislative framework which is applicable
in the hydrocarbon s
ector
proves to be essential and necessary, so that
the legal nature
of
the
contracts for the rights of exploration and exploitation of hydrocarbons
is
clarified
.
The simultaneous study of
European and Greek
jurisprudence contributes to
this result
