‘Turkey’s Cultural Diplomacy in the A.K.P. under Davutoğlu era: A soft power theory approach. The case of Greece.’

Turkish foreign policy has presented remarkable changes in its regional and international relations throughout the Adalet ve Kalkınma Partisi, AKP, (Justice and Development Party, JDP) ruling period under Ahmet Davutoğlu which seems to deviate from applications of its immediate past and today’s actions. Ahmet Davutoğlu has been associated with a new foreign policy line, due to several writings, but most importantly through Davutoğlu’s book “Strategic Depth”. Davutoğlu’s strategy is built on Turkey’s expanding soft power in the Balkans, the Middle East and the Caucasus and after his resign it is more than obvious that Turkey’s foreign policy line followed a different route. The aim of this thesis is to introduce a soft power theoretical model in which every applicable point of the soft power theory existing literature is embedded, in order to be applied to the Turkish foreign policy instance. When diving deep in Turkish soft power ’waters’, it is essential to examine public and cultural diplomacy not only on a theoretical basis but also at a practical level. In this sense, a case study of Turkey’s Cultural Diplomacy during the A.K.P. era will be presented. Greece has been selected as the case study paradigm for several reasons, mainly for the “adventurous” relations between these neighboring countries. This special case study will illustrate better the Turkish developments and dynamics of cultural diplomacy and soft power theory both in domestic and foreign policy spheres during Davutoğlu’s policy implementation.
