This dissertation was written as part of the MSc in Strategic Product Design at the International Hellenic University.
Our research research was carried out in the Human Resources Management Division (HRMD) of the Greek Ministry of Finance. Case-study questions focused on the implementation of operations management philosophy on the Division’s “Office-B”; emphasis was exclusively put over the Appointment of Staff Process. After completing a literature review on the evolution of the organizational types of the public sector, followed by a brief retrospection between terms “private” and “public”, we investigated several approaches on the notion of performance in the public sector context. Delving deeper, the approach of process design was presented, as well as the manner, in which it generates implications for our research.
A detailed description of our case study set the research context in clarity and the data collection methodology and tools applied were also discussed thoroughly. The process was flowcharted and 73 activities in total were identified, organized in 10 milestones. In the data analysis and discussion part, the research findings were presented. Problems encountered were discussed and process redesign suggestions were described.
